Problem

When installing / reinstalling the program, the installer is not called, nothing happens.
After installation, it does not matter whether this installation was for one or for all users, the program files do not appear, the shortcut does not appear on the desktop.

Solution

You need to check the permissions of antiviruses; there are known cases of blocking by such "antivirus" programs as Mcafee, Comodo. Disabling them during installation or removal will solve the problem. Remember that the presence of more than one active antivirus adversely affects system performance and can cause access and network access conflicts.
You need to check if the current user has permissions to install programs; try running the installer as administrator.
